e. Budgets for work days or hours, including a reasonable contingency factor? |

f. Time allotted for project management and administration? |

g. Consideration of staff turnover, vacations, training, and outside activities? |

Has a high-level gantt chart been prepared for communicating project time frames and overview with management? |

Does the work plan allow for a learning curve and orientation for team members without prior project, technical, or industry experience? |
